Victor was born in Hohenelbe, evidently out of wedlock. He was a successful student in his youth, and began taking on multiple jobs when he grew. He met Otto Frank through the pectin business and began working at Opekta in Amsterdam. He later became managing director when anti-Jewish laws were introduced in the Netherlands. When the people in the Annex were discovered and arrested, Victor was arrested as well. During this time, he was taken to several prisons and then the Amersfoort concentration camp. He escaped during a forced march and went into hiding before emigrating to Canada, where he worked as an electrician and insurance agent. He spent much of his time talking about Anne Frank and his experiences before his death in Toronto.
